BSP Introduces Seven Banking Licenses in the Philippines, Tightens Regulations on Digital Banks
The Bangko Sentral ng Pilipinas (BSP) in the Philippines has established seven distinct types of banking licenses, each tailored to an institution's operational risk, capital capacity, and target market.
These licenses cater to different types of banks, including Universal Banks, Commercial Banks, Thrift Banks, Rural Banks, Cooperative Banks, Islamic Banks, and Digital Banks.
Digital Banks, in particular, have gained attention for their ability to offer end-to-end banking products through electronic channels without traditional brick-and-mortar branches. To ensure these institutions serve their intended local mandates, the BSP has implemented regulations such as the 30% Geographic Cap and the Mandatory Upgrade.
The regulatory push has led to a case study of MariBank's license conversion from a Rural Bank charter to a full Digital Bank license. By making the switch, MariBank brought its capital base to the required ₱1 billion, aligning its regulatory framework with its nationwide digital reality.
