Cardano Upgrade in Jeopardy as Governance Vote Lags

The Cardano upgrade is at risk due to low governance vote participation. The Update Constitutional Committee 2026 (Update CC 2026) action, which expires on September 1 at 21:44:51 UTC, has not yet reached the required threshold of votes from DReps and stake pool operators (SPOs).

According to Intersect, DReps are currently at 66.3% of the required 67%, while SPOs have achieved only 39% of the necessary 51%. This lack of participation could hinder progress towards the Dijkstra hard fork and Leios upgrade, which require both constitutional and technical updates.

If the action does not pass, existing committee members' terms will expire, leaving the committee below the required 'committeeMinSize' of five. This would prevent actions such as Treasury Withdrawal, Parameter Update, Constitution Update, and Hard Fork Initiation from being ratified until the committee returns to at least five members.
