Chainalysis Challenges $94.66 Million Blockchain Analytics Contract Award

Chainalysis has filed a legal challenge against the US Immigration and Customs Enforcement (ICE) for awarding a $94.66 million blockchain analytics contract to TRM Labs. The company claims that ICE used undisclosed criteria to favor TRM's products, which match several requirements not included in the final needs statement. Chainalysis argues that it had offered alternative methods to achieve the same investigative goals as TRM.

The contract, awarded on July 1, covers forensic software and support for Homeland Security Task Force investigations, including blockchain tracing, scam disruption, cybercrime investigations, and support for sextortion cases. Chainalysis alleges that ICE's evaluation process was flawed, relying on an earlier Request for Information (RFI) document that contained requirements not included in the final Statement of Need.

Chainalysis has filed seven claims against ICE, including allegations of improper use of sole-source procurement authority and failure to give the company's capability statement meaningful consideration. The company is seeking a ruling from the court to declare the award unlawful and direct ICE to conduct a full and open competition.
