Chainalysis Sues Government Over $94.6M Blockchain Analysis Contract

Chainalysis is suing the US government over a $94.66 million contract awarded to TRM Labs for blockchain analysis services, alleging unfair bidding rules and restrictive specifications.

The dispute centers on how U.S. Immigration and Customs Enforcement (ICE) defined the requirements for its future service provider in a Request for Information (RFI). The RFI contained 18 questions, including requirements for a proprietary database with over 1 million fraud signals and AI-driven analysis tools.

Competitors were given only three days to submit their proposals, which were limited to a single page. Chainalysis was the only firm to submit such a statement, but it claims that ICE later relied on specific capabilities not included in the final selection process. The company argues that it has an alternative model based on law enforcement coordination that ICE failed to adequately evaluate.

Chainalysis has raised seven counts against the U.S. government, including allegations of failing to fully consider the company's submitted capabilities and using overly restrictive specifications. The firm is asking the court to declare the sole-source award unlawful and compel ICE to conduct an open, competitive bidding process.
