China Cracks Down on AI with Ideological Compliance Tests
China's Communist Party has introduced a new regulatory framework for artificial intelligence, requiring AI models to pass ideological compliance tests before going public. The Artificial Intelligence Security Governance Framework 3.0, unveiled in September 2026, mandates that Chinese AI models refuse at least 95% of sensitive prompts related to topics like subversion and discrimination.
The Cyberspace Administration of China has already been enforcing these principles, removing over 5.61 million pieces of AI-generated content deemed illegal or non-compliant between April and September 2026. The agency also penalized more than 49,000 accounts and took action against over 2,400 websites and apps.
According to the framework, all AI-generated content must be explicitly labeled with transparency measures that went into effect in September 2025. Human oversight is required for anthropomorphic AI services, and companion-style AI features are restricted for minors to prevent emotional attachments to chatbots.
