Tarbert proposed stablecoins pegged to the dollar as a solution, citing Circle's USDC as an example of a compliance-first product with regular audits and transparent reserve management. He emphasized the importance of regulatory scrutiny, high-quality liquid assets, and transparency in stablecoin operations.

Circle has been vocal about the need for a federal framework for stablecoin issuers, which aligns closely with the proposed GENIUS Act. Tarbert's testimony reinforced Circle's positioning of USDC as an institutionally palatable alternative to Tether's USDT.
