Circle Secures NYDFS Charter, Expands Stablecoin Issuer's Regulatory Footprint
Circle has secured a limited purpose trust charter from the New York Department of Financial Services (NYDFS), expanding its regulatory footprint as a stablecoin issuer. The company will operate as Circle New York Trust under the supervision of NYDFS, building on the BitLicense it received in 2015.
The charter enables Circle to provide services such as holding digital assets and acting in a fiduciary role under New York banking law. This is in line with its previous moves, including an Office of the Comptroller of the Currency approval for a national trust bank and the acquisition of IBM's blockchain patent portfolio.
Circle CEO Jeremy Allaire described the charter as an important milestone, stating that it reflects over a decade of regulatory commitment. He also noted that USDC is positioned within a strong framework as digital dollars become central to the global financial system.
