Circle's NYDFS Trust Charter Bolsters Institutional Legitimacy Among Stablecoin Issuers
Circle Internet Group, Inc., the parent company of USDC stablecoin issuer Circle, has solidified its position as a leader in institutional legitimacy among stablecoin issuers. On July 31, 2026, it secured a limited purpose trust charter from the New York Department of Financial Services (NYDFS) for Circle Internet Trust Company LLC.
This move completes a month-long consolidation of regulatory standing for the company, which includes receiving an OCC national trust bank charter for First National Digital Currency Bank N.A. on July 10 and acquiring over 680 IBM blockchain patent families totaling approximately 1,000 issued patents just days later.
The dual state-federal trust status held by Circle is a unique position among stablecoin issuers. While other entities like Coinbase and Paxos hold NYDFS limited purpose trust charters, Circle's ability to pair this with a national trust bank charter creates a distinct regulatory profile that may become increasingly valuable as the market for stablecoins continues to grow.
Circle is betting on institutional integration, whereas competitors such as Tether are focusing on scale and distribution. The NYDFS trust charter solidifies Circle's position as a trusted partner for traditional financial institutions looking to integrate digital assets into their operations.
