CLARITY Act Deadline Looms: Senate Faces Decision on Crypto Regulation Bill
The CLARITY Act, a bill aimed at regulating the crypto market structure, faces a crucial deadline this Friday before the Senate recess. Despite being ready for a floor vote since June 1, no scheduled vote has been announced, and its absence from Monday's published floor plan suggests that Senate leaders have no publicly listed path forward.
Under Senate rules, an ordinary cloture petition requires 16 signatures, and the vote itself would occur roughly two calendar days after filing. However, even if a cloture vote succeeds, the bill would still require further debate and passage, which could face another cloture hurdle entirely.
The bill's chances of advancing are slim due to Republican opposition and Democratic concerns over the ethics provision, which aims to bar President Trump and other senior officials from participating in crypto projects. The dispute has grown contentious, with the White House reportedly comparing Senate talks to the overthrow of a foreign government during the disagreement.
With both chambers on recess until September 14, the bill's next real opportunity to pass is now limited. Even if the Senate can clear a procedural path by Friday, the most realistic outcome this week is procedural positioning, such as a cloture filing that would put the bill first in line when the Senate returns.
