CLARITY Act Delay Prolongs Crypto Regulatory Limbo
The CLARITY Act, aimed at providing a federal framework for the digital asset industry, has been delayed until September. This delay extends regulatory uncertainty for exchanges, token issuers, and users.
According to Senate Majority Leader John Thune's spokesperson, the bill will not reach the U.S. Senate floor before lawmakers leave for their August recess. The legislation had previously cleared the Senate Banking Committee in May but requires at least 60 votes in the Senate to advance.
The delay means that exchanges and brokers remain exposed to overlapping or unclear regulatory interpretations, particularly around whether certain tokens qualify as securities or commodities. Token issuers and DeFi projects face ongoing legal risks due to the absence of defined rules on registration requirements and potential exemptions.
Institutional investors are likely to remain cautious, with many banks, asset managers, and broker-dealers already identifying regulatory uncertainty as a key barrier to scaling their digital asset operations.
