CLARITY Act Delayed in U.S. Senate as Russia Sanctions Take Priority

The CLARITY Act is facing a fresh delay in the U.S. Senate as lawmakers prioritize a Russia sanctions package and other legislative business.

According to journalist Eleanor Terrett, Senate leadership has discussed keeping lawmakers in Washington beyond the planned recess if they have enough votes to invoke cloture and move the bill forward.

The delay is largely procedural rather than policy-related, with Senate Majority Leader John Thune giving priority to the Russia sanctions legislation.

Under Senate rules, only one major contested bill typically moves through the chamber at a time, reducing available floor time due to memorial proceedings and other business.

SEC Chair Paul Atkins remains optimistic that Congress will pass the CLARITY Act, calling legislation the best way to give the crypto industry long-term regulatory certainty.

Atkins stressed that a clear statute from Congress would provide the strongest foundation for 'future-proofing' crypto regulation in the U.S.

President Trump has the constitutional authority under Article II, Section 3 to call the Senate back during its August recess and allow lawmakers to vote on bills such as the CLARITY Act.
