CLARITY Act Faces Crunch Time as White House Adviser Keeps Optimism

White House crypto adviser Patrick Witt expressed optimism about the prospects of the CLARITY Act, a comprehensive bill aimed at establishing a federal framework for digital asset markets in the United States.

The bill's fate is currently tied to a September 15 cloture vote scheduled by Senate Majority Leader John Thune, which would limit debate and move it towards a full vote. Witt stated that Republicans plan to use the coming weeks to meet with Democrats and secure votes before the deadline.

The CLARITY Act has faced opposition from banks, who object to exchanges paying yield to users for holding stablecoins, arguing it competes directly with deposits. A compromise brokered by Senators Angela Alsobrooks and Thom Tillis would ban rewards tied purely to holding while still allowing them for payments and certain transactions.

The bill also addresses concerns over officials' crypto interests, particularly those of former President Trump and his family's ventures. Democrats are pushing for stricter rules on public officials issuing or promoting digital assets, with one proposal expiring in January 2029. A separate effort from Senators Ruben Gallego and Tillis would allow state attorneys general to enforce parts of those rules.
