Lawmakers will focus on Jay Clayton's confirmation and the cloture process for H.R. 5334, the legislative vehicle for the Lindsey O. Graham Sanctioning Russia Act of 2026, on July 28th. Senate Majority Leader John Thune is expected to prioritize these measures first, leaving the crypto market structure bill awaiting floor time.
This reduces the time available before the August recess for digital asset legislation, but it does not weaken the bill's momentum. The CLARITY Act has already cleared the House and Senate Banking Committee and remains on track for a possible floor vote during the week of August 3rd.
A procedural delay would postpone the proposed 180-day implementation period, extending regulatory uncertainty for exchanges, issuers, and institutional investors awaiting a clearer US digital asset framework.
