CLARITY Act Hangs in Balance as Senate Schedule Raises Concerns
The U.S. Senate's schedule has raised concerns about the fate of the CLARITY Act, a bill aimed at providing regulatory clarity for the digital asset market. With just five days left before lawmakers break for their August recess, the pressure is on for Senate leaders to identify a legislative vehicle or file cloture to move the bill forward.
Former CFTC Chairman Chris Giancarlo has urged the crypto industry not to treat the legislation as an all-or-nothing moment. He argued that blockchain innovation will continue regardless of its fate, and that every U.S. financial regulator should establish similar innovation centers to better understand emerging technologies.
Giancarlo acknowledged that the bill contains valuable provisions, including the reauthorization of LabCFTC, but warned the industry against assuming crypto innovation depends entirely on the bill. 'The world is going to go on,' he said, adding that while he supports the legislation, the sector should be prepared if Congress fails to pass it.
The Senate's published agenda for Monday contains no mention of the CLARITY Act, and the omission has left it without a publicly scheduled path to the Senate floor. However, August 7 emerges as a key deadline, with leaders needing to file an ordinary cloture motion by Wednesday, August 5, in order to proceed with the bill.
