CLARITY Act Hits Crucial Deadline Amid Bipartisan Stalemate
The CLARITY Act has reached a critical point in its passage through Congress. According to White House crypto adviser Patrick Witt, the legislation has until September 15 to gain momentum and pass the Senate's cloture vote. The Senate Majority Leader John Thune filed cloture on H.R. 3633 before lawmakers began their extended recess, setting the stage for a decisive test of bipartisan support.
The CLARITY Act aims to establish a framework for determining which digital assets fall under SEC or CFTC oversight, and introduce tailored disclosure requirements and market-conduct standards. However, senators remain divided over key policy provisions, including investor protections, ethics, stablecoin policy, and illicit-finance controls.
Despite the ongoing negotiations, Witt warned that failure to reach an agreement by September 15 could effectively close the current legislative window. The House previously passed H.R. 3633 in July 2025 with broad bipartisan backing, but senators must now determine whether a comparable coalition can survive months of revisions and continued disagreements.
