CLARITY Act Hits Roadblock as Odds of Passage Plummet
The CLARITY Act, aimed at providing regulatory clarity to the crypto industry, is facing an uncertain future. Zach Pandl, Head of Research at Grayscale, says the bill is unlikely to become law this year, despite a technical possibility.
The House passed the bill on July 20, 2025, with a significant majority vote. The Senate Banking Committee followed suit in May 2026, advancing the bill with a smaller margin. However, a revised version of the bill surfaced in July 2026, and seven Democratic senators expressed opposition.
With the recess window closing around August 7, 2026, the math no longer favors the bill's passage. Prediction markets have reflected growing pessimism, with odds of the CLARITY Act passing now at 50% or lower.
