Clarity Act Inches Closer to Senate Vote Amid Ongoing Disputes

This means that the motion to proceed with the legislation will be put to a vote, but it does not guarantee passage of the bill itself.
The Clarity Act aims to create a federal framework for digital assets and reduce regulatory uncertainty and enforcement risk. However, industry groups have expressed concerns over ethics provisions, illicit finance language, and how text from the Senate Agriculture Committee would be incorporated into the bill.
Galaxy Research has lowered its odds of the Clarity Act becoming law in 2026 to 30% from 50%, citing the limited legislative calendar before the November midterms. Lawmakers are due back on September 14, leaving limited time for debate and votes before attention shifts to the elections.
