CLARITY Act Passage Odds Plummet to 31-35% Amid Ongoing Negotiations
The highly anticipated CLARITY Act is facing another critical weekend in its passage through Congress. Despite ongoing negotiations, the bill's chances of becoming law this year have slipped to around 31-35%, down from a peak of 70% earlier in the year.
Supporters of the bill, including Michael Saylor, Chairman of the largest corporate holder of Bitcoin, believe that the US needs clarity on digital assets. However, Saylor also stated that Bitcoin will succeed with or without legislation.
Bipartisan negotiations between Senator Thom Tillis and Arizona Democrat Ruben Gallego continue, as both believe a stronger ethics package is necessary. The White House's proposal has been met with disapproval from Tillis, Gallego, and other Democrats, who advocate for state attorneys general to be able to sue the Department of Justice if it fails to enforce ethics laws.
The Senate is scheduled to begin its August recess next week, leaving a narrow window for lawmakers to move forward on the bill. If they fail to do so, the prospects for passage will likely deteriorate significantly as attention shifts toward the midterm elections.
