The fate of the CLARITY Act, a landmark legislation aimed at establishing a federal framework for digital assets, is uncertain due to unresolved ethics disputes between Republican and Democratic lawmakers.
Senator Mike Rounds announced that the legislative outlook is unfavorable ahead of the vote in the United States Senate, estimating the odds of the initiative being signed into law during the 2026 legislative year at just 15%.
The bill's progress has been stalled due to disagreements over conflict-of-interest rules, with Democratic Senator Angela Alsobrooks conditionally supporting the measure only if stricter ethics clauses are included.
Senator Thom Tillis warned that the bill will fail if neither side concedes ground, while Senator Cynthia Lummis attributed potential blame on Democrats for an eventual collapse of the bill.
