The US Senate is set to vote on the Digital Asset Market Clarity Act (CLARITY Act) on Tuesday, with the bill's prospects uncertain due to disagreements over ethics rules and stablecoin rewards.
The revised 635-page bill includes 126 substantive changes requested by Democrats, as well as new ethics restrictions and a proposed circuit breaker for stablecoin rewards.
Senate Republicans have described the bill as a bipartisan compromise, with Chair Cynthia Lummis urging Democrats to support it. However, some Democrats remain opposed, citing unresolved concerns over consumer protection legislation.
The bill would establish a regulatory framework for cryptocurrencies and other digital assets, but its passage is far from guaranteed, requiring 60 votes in the Senate.
