CLARITY Act Set for Senate Vote as Regulators Develop Crypto Rules
The U.S. Securities and Exchange Commission (SEC) Chairman Paul Atkins expects the CLARITY Act to advance through the Senate this month, following a procedural vote on September 15. The legislation aims to establish a federal framework for digital assets, dividing regulatory responsibilities between agencies including the SEC and Commodity Futures Trading Commission.
The House passed H.R. 3633 by a vote of 294 to 134 in July 2025, with 78 Democrats joining Republicans. However, negotiations over stablecoin rewards and ethics provisions have slowed progress. The Senate Banking Committee advanced its version by a 15 to 9 vote in May 2026.
The SEC continues to develop crypto rules alongside Congress, and Chairman Atkins expressed confidence that the process could still move forward. 'We're changing the past approaches to try to update [rules], modernize them in the age of blockchain and crypto assets,' he said.
