CLARITY Act Stalled on Ethics Language as Senate Leadership Faces Tight Timeline

The Digital Chamber's CEO, Cody Carbone, believes that passage of the CLARITY Act in the Senate this week was never realistic.

The bill has become stuck on one issue: ethics language, which Democrats are pushing to limit President Trump's ability to profit from digital assets.

The language centers specifically on the president and includes two provisions: giving state attorneys general a formal enforcement role in overseeing digital assets, rather than leaving oversight solely to the president's own US attorney general; and requiring the president to divest any money he has made from crypto.

Carbone notes that the underlying legislation itself runs far beyond this single issue, creating a landmark regulatory framework for digital assets.
