Clarity Act Vote Looms as Crypto Stocks Poised for Breakout
The US Senate is set to hold a cloture vote on September 15, 2026, for the Digital Asset Market Clarity Act (CLARITY Act), which aims to establish clear regulatory boundaries between the SEC and CFTC.
This landmark legislation has been heavily promoted by lawmakers and could unlock institutional capital that has been sitting on the sidelines.
The CLARITY Act would designate spot digital commodities under CFTC oversight, providing explicit registration pathways for digital asset brokers, and establishing statutory clarity for stablecoins and institutional digital asset custody.
This shift in regulatory framework is expected to reduce Coinbase's (COIN) ongoing legal risk and litigation expenses, allowing the exchange to scale its Base layer-2 ecosystem and Prime institutional brokerage platform to institutional investors who previously stayed away.
Retail brokerages like Robinhood (HOOD), which have been hesitant to expand their cryptocurrency trading footprint due to regulatory fears, could also benefit from the CLARITY Act's statutory safe harbor, allowing them to list digital assets without fear of retroactive securities enforcement.
