The proposal includes mechanisms allowing federal regulators to intervene if stablecoins cause widespread deposit flight from community banks. This circuit breaker effectively creates a safeguard around stablecoin rewards, with the Treasury secretary playing a central role in determining whether intervention is warranted.

Moreover, the Clarity Act tackles government ethics and the potential conflicts of interest for policymakers who may have material financial exposure to digital assets.
