CLARITY Act Vote Looms: Will It Unlock Institutional Capital for Coinbase, Robinhood?
The US Senate is set to vote on the Digital Asset Market Clarity Act (CLARITY Act) on September 15, 2026. This landmark legislation aims to create a defined market structure for digital assets by drawing clear regulatory boundaries between the SEC and CFTC.
If passed, the CLARITY Act would establish clear statutory lines, designating spot digital commodities under CFTC oversight while providing explicit registration pathways for digital asset brokers.
This shift in regulatory clarity is expected to benefit several publicly traded crypto stocks. Coinbase (COIN) stands directly in the line of fire and opportunity regarding federal oversight. The exchange has operated under a cloud of regulatory friction, repeatedly battling SEC enforcement actions over asset classifications.
The CLARITY Act would drastically reduce COIN's ongoing legal risk and litigation expenses, allowing the company to aggressively scale its Base layer-2 ecosystem and Prime institutional brokerage platform to institutional investors who previously stayed away. Wall Street currently has a consensus Overweight rating on COIN shares.
