Clarity Coming for Crypto Rules, Says Coinbase CEO Armstrong
Coinbase CEO Brian Armstrong believes that clearer U.S. crypto rules are on the horizon, regardless of what Congress decides. In a recent post, he mentioned two possible paths for achieving this clarity: a Senate vote on September 15 or new rules from the CFTC and SEC around September 16.
Armstrong also pressed for tokenization in the United States and urged the Senate to pass the CLARITY Act in the fall. He pointed out that Coinbase is already launching tokenized equities outside of the U.S., citing progress at the SEC under Chairman Paul Atkins, including the 'Reg Crypto' work and an upcoming innovation exemption.
CFTC Chairman Mike Selig has expressed his preference for legislation, but said that if the bill stalls, the CFTC would use its existing authorities to establish a regime for crypto asset markets. He directed staff to explore a framework for regulated 'crypto asset markets' and create a compliant path for DeFi developers.
The timeline mentioned by Armstrong compresses a more complicated reality. The September 15 event is a cloture vote on the motion to proceed, which requires 60 votes to allow the Senate to debate the bill. The CFTC's regulatory path involves proposals, public comment, and revisions, a process that typically takes months.
