Clayton spent three years at the SEC from May 2017 through December 2020, a period marked by significant fluctuations in the cryptocurrency market. During his tenure, he publicly stated that Bitcoin is not a security and took an aggressive stance against initial coin offerings (ICOs), viewing them as unregistered securities sales.
