Coinbase CEO Predicts Regulatory Clarity for US Crypto Industry
Coinbase CEO Brian Armstrong believes that the U.S. crypto industry will receive federal regulatory clarity, whether or not the Senate advances the CLARITY Act vote on September 15.
Armstrong framed the week as a two-track event, where durable legislation arrives if the cloture vote succeeds, but also stated that even if it fails, the SEC and CFTC are prepared to publish rulemaking. He noted that regulatory clarity will arrive 'one way or another on the 15th or the day or two after.'
The CLARITY Act, which divides oversight between the SEC and CFTC, has been passed by the House but faces opposition in the Senate. Armstrong stated that the bill is 'ready to get a yes vote' among senators he has spoken with, citing progress on ethics rules for elected officials holding digital assets.
Ripple CEO Brad Garlinghouse and SEC Chair Paul Atkins have also expressed support for the bill, while CFTC Chair Mike Selig confirmed that the agency will use existing authority if Congress stalls. The outcome of the vote is still uncertain, with prediction markets split between a Senate vote occurring at all and a signed law in 2026.
