Coinbase CEO Pushes for CLARITY Act Amid FTX-Style Regulatory Vacuum
Coinbase CEO Brian Armstrong is pushing for the CLARITY Act, a bipartisan bill that aims to bring regulatory order to the US crypto market. The Digital Asset Market Clarity Act of 2025 has been stuck in Congress since July 2025 and is currently set for a Senate floor vote on September 15, 2026.
The bill attempts to clarify who's in charge of regulating the industry by dividing oversight responsibilities between the SEC and CFTC. It also includes provisions designed to prevent scenarios like the FTX collapse, which vaporized billions in customer funds.
Armstrong describes the bill as a 'true compromise' that balances industry growth with practical guardrails. The legislation includes bank-friendly measures, expanding the ability of traditional financial institutions to participate in stablecoins and digital asset services.
The bill has garnered significant support from retail investors, with 70% of Americans favoring clearer regulatory frameworks for digital assets, according to polling data. Armstrong is confident that the bill will pass the Senate with over 60 votes, which would clear the 60-vote filibuster threshold with room to spare.
