Coinbase's Armstrong: CLARITY Act Will Clear Senate Vote Despite Tight Odds
Coinbase CEO Brian Armstrong expressed confidence that the CLARITY Act will pass the Senate's cloture vote on September 15, despite being a close call. He stated that the bill has enough bipartisan support to clear the chamber, even though Republicans hold only 53 seats and would need at least seven Democrats or independents to cross over for it to succeed.
The CLARITY Act aims to regulate stablecoin issuers by allowing them to pay yield to holders, which JP Morgan CEO Jamie Dimon has criticized as 'regulatory arbitrage' that lets crypto firms function like unregulated banks. Armstrong pushed back against this characterization, framing Dimon's opposition as legacy-bank protectionism rather than a genuine financial-stability concern.
Coinbase is not just fighting for the CLARITY Act; it's also facing its own challenges. The company's stock has been on a rough stretch, down about 25% since the start of the year. However, Armstrong pointed to the success of Coinbase's agentic payments push as evidence of diversification beyond trading fees.
