Crypto Industry Can Thrive Without Clarity on CLARITY Act
Bitwise Chief Investment Officer Matt Hougan believes that the crypto industry can continue growing even if the CLARITY Act misses its Senate deadline. The act, which aims to provide a clear regulatory framework for digital assets, has been delayed due to legislative uncertainty. According to public Senate records, no cloture filing was submitted before the August recess deadline, reducing expectations for passage this year.
Hougan stated that the CLARITY Act is currently in what he described as 'a walking dead state,' where supporters continue pursuing passage after the Senate returns from recess or through a broader legislative package later this year. He noted that prolonged uncertainty may keep some institutional investors on the sidelines, but argued that lower expectations for passage could eventually remove uncertainty if markets fully price in a delay.
Despite the potential delay, Hougan emphasized that regulatory action through the SEC could provide a workable framework for digital assets. He pointed to recent comments from SEC Chair Paul Atkins, who stated that the agency is 'ready, willing, and able to come out with rules that address the same issues' covered by the CLARITY Act.
Hougan also highlighted growing institutional adoption of digital asset markets nationwide, citing tokenization, stablecoins, exchange-traded funds, and blockchain-based financial products as key drivers of long-term expansion. He stated that finance is 'moving onchain,' with the broader adoption of blockchain technology by financial institutions expected to continue regardless of congressional approval.
