The U.S. crypto industry's hopes for once-in-a-generation digital asset legislation are dimming, despite Senate Republicans promising to advance the bill when lawmakers return next month.

The Senate left Washington on August 10 without a vote on the Clarity Act, which would create a regulatory framework for digital assets. The deep-pocketed industry has spent hundreds of millions campaigning to advance the bill, but Democrats and some Republicans are opposed due to concerns over money laundering and ethics safeguards.

Senate Majority Leader John Thune pushed a procedural vote that could kickstart the process of advancing the bill to the Senate floor in September. However, many analysts and lobbyists are skeptical about its future, citing the busy legislative schedule and the November elections as obstacles.

The Clarity Act defines the legal status of tokens, specifies regulators overseeing them, and imposes obligations on crypto companies. Democrats want tougher language regarding government officials operating their own crypto businesses and stricter anti-money laundering controls.
