Crypto Industry Will Continue Growing Regardless of CLARITY Act Timeline
Bitwise Chief Investment Officer Matt Hougan believes that the crypto industry's growth will continue even if the CLARITY Act misses its Senate deadline. The act, which would clarify regulatory frameworks for digital assets, has seen its passage odds decline to around 16% this year, according to prediction markets. Despite this uncertainty, Hougan argues that tokenization, stablecoins, ETFs, and institutional adoption will continue driving long-term crypto market expansion.
Hougan noted that the Senate would need to file for cloture before recess for a realistic opportunity for a floor vote on the CLARITY Act. As of Wednesday, no such filing had been made, placing the legislation in what Hougan described as a 'walking dead state.'
The SEC's recent comments on rulemaking also suggest that regulatory action will support crypto markets even without immediate congressional approval. SEC Chair Paul Atkins has stated that the agency is 'ready, willing, and able to come out with rules' addressing issues covered by the CLARITY Act.
Hougan emphasized that growing institutional adoption makes it increasingly difficult to reverse the industry's progress. Major financial firms continue expanding digital asset services through tokenization, stablecoins, exchange-traded funds, and blockchain-based financial products.
