Crypto Industry Will Keep Advancing Despite Clarity Act Uncertainty
Bitwise Chief Investment Officer Matt Hougan is confident that the cryptocurrency industry will continue to advance even if the Clarity Act does not pass Congress this week. The bill, which aims to establish a comprehensive regulatory framework for digital assets, has been stuck in limbo as lawmakers face a tight deadline before the Senate's August recess.
Hougan pointed out two main reasons for his optimism: the readiness of SEC Chair Paul Atkins to issue rules and the industry's own growing momentum. He believes that a failure to pass the Clarity Act would not halt the sector, but rather prompt the SEC to address many of the same issues through agency rulemaking.
In fact, Hougan suggested that regulatory action from the current SEC could be more favorable to crypto and innovation in the near term than a bipartisan compromise reached in Congress. He also emphasized the broader momentum already underway, noting that the sector has reached a scale and level of development that will be difficult to reverse.
Hougan's comments reflect a growing view among some market participants that legislative delays are no longer an existential barrier for the industry. The combination of a more engaged SEC and continued product development, institutional interest, and infrastructure build-out is expected to keep the industry moving forward regardless of the Clarity Act's fate.
