DCG Pushes Senate for Clarity Act Amid Industry Uncertainty

DCG President Mark Murphy has written to Senate leaders urging them to pass the Digital Asset Market Clarity Act, which he believes will bring much-needed certainty to the industry. The bill aims to provide clear guidelines on regulatory authority between the SEC and CFTC.

In a letter to Majority Leader John Thune and Minority Leader Chuck Schumer, Murphy framed the bill as essential for the industry's growth, citing consumer protections, developer safeguards, and clear jurisdictional lines. He warned that continued delay would push talent and companies towards other regions such as Singapore, Abu Dhabi, the European Union, and the UAE.

DCG has significant stakes in over 100 American startups through its portfolio of more than 250 companies, including Grayscale, the world's largest digital-asset investment platform. The company is pushing for a clear framework to support its business expansion and future plans, including a reported $33 billion initial public offering (IPO) of Grayscale.

However, the bill's developer safeguard, Section 604, remains an active negotiation between the crypto industry and law enforcement. A recent proposal from prosecutor groups has sparked controversy, with some critics arguing that it could undermine the administration's position on shielding software developers from criminal prosecution.
