Delaware Kiosk Regulation Effort Stalls Amid Concerns Over Senior Scams

Concerns over the regulation of cryptocurrency kiosks in Delaware have stalled after an effort to ban them altogether was put on hold. The proposal, introduced by State Representative Cyndie Romer, aimed to protect consumers from scams that often target older adults.

Cryptocurrency kiosks, found in various businesses across the state, allow customers to convert cash into digital currency. However, they have become a primary tool for scammers, convincing victims to deposit thousands of dollars before the money disappears into untraceable wallets.

AARP Delaware notes that older adults are among those most frequently targeted due to their lifetime savings and limited financial recovery options. Kim Wharton, Associate State Director of Advocacy for AARP Delaware, emphasizes the importance of education in protecting consumers from these scams.

The legislation initially focused on requiring warning signs and consumer protections at cryptocurrency kiosks but was later amended to ban them altogether after discussions with consumer advocates, law enforcement, and banking officials. Despite passing unanimously in the Delaware House with bipartisan support, the bill stalled in a Senate committee before lawmakers adjourned.
