ECB Digital Euro Report Advances Offline Functionality and Privacy

The report highlights offline payments as a key feature, which is crucial for resilience in emergency situations, outages, remote areas, and everyday small transactions. However, designing a system that prevents double-spending, protects privacy, manages limits, and syncs transactions safely once connectivity returns is challenging.
