ECB Puts Central Bank Reserves on Programmable Infrastructure

Isabel Schnabel, an Executive Board member of the European Central Bank (ECB), is pushing for central banks to store reserves on programmable financial infrastructure. This would allow for more efficient settlement and collateral management in tokenized finance.

The ECB's proposal, known as Pontes, aims to connect DLT market platforms with existing TARGET Services by September 2026. This will enable tokenized assets to settle using central-bank money. The Appia framework, which will be defined by 2028, will outline the longer-term European architecture for a tokenized wholesale market.

The move could have significant implications for monetary policy implementation and liquidity provision. Schnabel believes that programmable reserves could automate collateral calls, releases, and substitutions, as well as apply different remuneration conditions to balances. This would be particularly important in the face of increasingly frequent settlement cycles and intraday liquidity needs.

The ECB is currently exploring various architectures for a unified ledger or multiple interoperable networks. Schnabel noted that when central-bank money sits on a separate ledger, smart contracts need reliable information from another network to complete settlement, which can weaken atomicity.
