El Salvador Clarifies Private Donations Funded Bitcoin Accumulation
El Salvador has clarified its Bitcoin accumulation practices after the International Monetary Fund (IMF) provided documentation showing that the country's Bitcoin holdings since June 2025 came from private donations rather than public resources. The IMF announcement comes as part of a staff-level agreement covering the combined second and third reviews of El Salvador's Extended Fund Facility.
The country had been subject to scrutiny over its Bitcoin policy, with some questioning whether it was using public funds to accumulate more Bitcoin. However, according to the IMF, the accumulation recorded after June 2025 reflected private donations, with no public money financing those additions.
The distinction matters because blockchain records can show assets entering a wallet but do not automatically identify whether they came from purchases, internal transfers or donations. The clarification helps explain apparent increases in wallets associated with El Salvador's Strategic Bitcoin Reserve.
