Ethereum Foundation Identifies Must-Ship Proposals for Hegotá Upgrade

The Ethereum Foundation has identified two key proposals for the upcoming Hegotá upgrade: EIP-7805 (FOCIL) and EIP-8141 (Frame Transactions). These proposals are considered essential to the upgrade's goals of improving censorship resistance and account authentication. The Foundation evaluated 62 proposed EIPs, with input from roughly 60 researchers and engineers within its Protocol cluster.

FOCIL aims to reduce dependence on centralized block builders by giving users a way to have eligible transactions included, while Frame Transactions introduces native account abstraction and lays groundwork for post-quantum authentication. The Foundation has ranked the remaining proposals into an 'A-tier', describing them as expected to ship unless development or testing constraints force cuts.

The exact scope of Hegotá is still under negotiation, with two proposals unranked pending mainnet data from Glamsterdam. Client teams could begin implementing Hegotá in late 2026, depending on the results from Glamsterdam. The Foundation's ranking approach gives teams a clearer sense of what's likely to make it into the upgrade versus what may be deferred or removed.
