The Ethereum Foundation has identified two key proposals for the upcoming Hegotá upgrade. These proposals aim to strengthen censorship resistance and account authentication on the network.

After evaluating 62 proposed Ethereum Improvement Proposals (EIPs), the foundation ranked EIP-7805, also known as FOCIL, and EIP-8141, or Frame Transactions, as the top contenders for Hegotá. These proposals are expected to provide users with a path to include eligible transactions without relying on centralized block builders.

FOCIL is designed to give users a way to have their transactions included without needing to rely on centralized block builders, making Ethereum more resistant to transaction censorship. Frame Transactions would introduce native account abstraction and create a path toward post-quantum authentication.

The Foundation designated these two proposals as the consensus and execution-layer headliners for Hegotá. If either of these proposals is at risk, the foundation said that Hegotá's schedule should adjust before the proposal is dropped.
