Ethereum Foundation Prioritizes FOCIL and Frame Transactions for Hegota Upgrade

The Ethereum Foundation has published its priorities for the Hegota upgrade, which includes two must-ship EIPs: FOCIL (EIP-7805) and Frame Transactions (EIP-8141). These proposals received top S-tier status from the Protocol Cluster, which evaluated 62 EIPs proposed for Hegota.

The Protocol Cluster aims to achieve full L1 quantum resistance by December 2029. FOCIL is a mechanism designed to improve Ethereum's resistance to censorship and make it harder for a dominant builder to block specific transactions. It will form lists of transactions for inclusion, which the block proposer must add operations that meet the set criteria.

Frame Transactions received must-ship status as well. This proposal moves account abstraction directly into the protocol, making account verification, transaction execution, and gas payment programmable. The cryptographic flexibility provided by Frame Transactions is important for the post-quantum transition, allowing accounts to switch to new signature schemes without a separate hard fork for each algorithm.

The Protocol Cluster emphasized that implementing both key proposals and testing how they interact is Hegota's primary engineering commitment. If either of the two S-tier EIPs is at risk, developers intend to adjust Hegota's schedule rather than drop the proposal from the upgrade.
