Ethereum Foundation Publishes Unified Tier List for Hegotá

The Ethereum Foundation's (EF) Protocol cluster has published its first unified tier list for Hegotá, assessing 62 EIPs proposed for inclusion. This marks a departure from individual team opinions and includes feedback from about 60 people across research and engineering. The priorities that guided these grades are detailed in the companion post, EF Protocol: Current and Emerging Priorities.

The cluster used contribution templates filled out by nine teams and several individual domain experts, resulting in 397 tier grades. This average of 6.4 grades per EIP saw the most-discussed proposals drawing up to 9 grades. Two retrospectives on Glamsterdam provided lessons for the team: size an EIP by its integration depth, complexity compounds, testing surface is scarce, and champions often underestimate complexity.

The scoring system used a tiered ladder with five levels: S (Must ship), A (High priority, expected to ship), B (On the bubble, included individually), C (Below the line, not disqualified), and DFI (Declined for inclusion). Each level commits the cluster to delivery expectations.
