Ethereum Foundation Publishes Unified Tier List for Hegotá Upgrade
The Ethereum Foundation's Protocol Cluster has released a unified tier list for the upcoming Hegotá network upgrade, scheduled for 2027. This marks the first time the group has published such a comprehensive breakdown of 62 Ethereum Improvement Proposals (EIPs) ahead of the upgrade.
The tier list integrates feedback from nine teams and individual contributors, totaling around 60 experts. It offers a transparent view into Ethereum's technical priorities as it continues to evolve post-Merge and post-Shanghai upgrades.
At the top of the list is EIP-7805, dubbed FOCIL (Fully Optimized Consensus Inclusion Layer), which has been given an S-tier rating, signifying a 'must-ship' status. FOCIL aims to decentralize transaction inclusion by reducing reliance on centralized builders.
The tiering methodology assigns grades from S (must ship) to DFI (declined for inclusion) based on criteria such as integration complexity, technical feasibility, and alignment with Ethereum's long-term goals. Of the 62 EIPs evaluated, two are must-ship (S-tier), 15 are expected to ship (A-tier), and 28 have been declined outright.
