Ethereum's Hegotá Upgrade to Bolster Censorship Resistance and Quantum Security

The Ethereum Foundation has identified two critical proposals for its upcoming Hegotá upgrade: FOCIL and Frame Transactions. These proposals aim to enhance censorship resistance and introduce native account abstraction, respectively.

FOCIL (EIP-7805) would empower validator committees to mandate transaction inclusion, preventing powerful block builders from censoring or excluding specific transactions. Frame Transactions (EIP-8141), on the other hand, would deliver native account abstraction functionality to the Ethereum network.

The Foundation has committed to treating 2029 as a non-negotiable deadline for achieving complete post-quantum security across all network layers. This ambitious timeline mirrors migration schedules established by technology giants such as Google, Cloudflare, and Microsoft.
