EU Review Puts Global Stablecoins at Center of Regulatory Debate
The European Commission has initiated a review of its MiCA regulation, aiming to address gaps and inconsistencies in the current framework. The review, which started on May 20, will consider whether Europe needs targeted corrections or a broader package covering markets and services that MiCA left outside its scope.
One of the key pressure points for MiCA is global stablecoins, with Brussels struggling to balance safeguards around reserves and redemption with the need to maintain access to these assets. The US has introduced the GENIUS Act, which allows foreign issuers to access the US market if they meet certain conditions, including registration with the Office of the Comptroller of the Currency.
The European Commission's review will also examine the treatment of decentralized finance (DeFi) protocols, staking, lending, and borrowing. These activities were largely excluded from MiCA due to a lack of an identifiable traditional issuer or intermediary, but the review is now evaluating whether dedicated provisions are needed to harmonize cross-border yield products.
