EU Unveils Sweeping Sanctions Package Against Russia

The European Union is preparing its most extensive sanctions package yet against Russia, targeting approximately 1,600 individuals and entities tied to Moscow's war efforts. This proposed package would bring the total number of EU sanctions designations against Russia to over 4,000.

The EU's Foreign Affairs Council meeting in Ireland on October 16 is set to discuss the draft proposal, with adoption expected by mid-October. The new package focuses on disrupting evasion networks at a more granular level, targeting specific nodes in supply chains and operational networks that support military operations in Ukraine.

This move follows the 21st sanctions package adopted on July 23, which added 218 new listings. In contrast, the proposed 1,600 targets would dwarf it by comparison. The EU's emphasis is on closing loopholes used by sanctioned entities to move value through digital asset platforms outside EU jurisdiction.

The existing infrastructure for targeting digital asset flows is in place from the July round, which included bans on crypto-asset service providers operating in third countries. This new package would significantly increase the compliance burden for businesses with exposure to Russian supply chains.
