FBI Forms Unprecedented Law Enforcement Ties with China and Russia

FBI Director Kash Patel has formed unprecedented law enforcement ties with China and Russia over the past year, aiming to combat transnational crimes such as fentanyl trafficking, cyber fraud, and child sexual exploitation.

The partnerships involve personnel exchanges between Chinese and FBI officials, including joint raids and arrests. Patel returned from a trip to Beijing in late July and is planning a similar trip to Russia for October.

The cooperation has expanded across four working groups: cyber fraud, violent crimes against children, counternarcotics, and a fugitive task force. The FBI shares intelligence and investigative information with Chinese law enforcement officials who visit the US, and vice versa.

A former FBI agent expressed concerns about the risks of sharing sensitive domestic security information with authoritarian regimes. However, Patel said counterintelligence operations are deployed for any foreign visitor to FBI facilities.
