FCA Finalizes Crypto and Stablecoin Regulatory Regime in UK

The Financial Conduct Authority (FCA) has finalized its regulatory regime for crypto and stablecoin activities in the UK. Effective October 25, 2027, firms will need to comply with new rules governing digital assets.

Regulated institutions, such as banks and asset managers, can continue or launch crypto offerings by seeking a variation of their existing permissions, rather than obtaining a new authorization. In contrast, crypto natives and payments or e-money firms without a UK Financial Services and Markets Act 2000 (FSMA) license will need to apply for full authorization.

The FCA's regime focuses on stablecoin permissions, which are crucial for enabling tokenized securities and fund tokenization strategies. Firms facilitating customers' holding, buying, selling, or transferring stablecoins will likely require new regulatory permissions, including intermediary and possibly custody-related permissions.
