Five Key Bills Shape Crypto Landscape Amid Regulatory Uncertainty
The world of cryptocurrencies is governed by a complex web of laws and regulations that are often unclear to investors. However, five key bills have recently made significant progress in shaping the crypto landscape.
The Digital Asset Market Clarity Act (H.R. 3633 or CLARITY Act) aims to settle the long-standing question of whether cryptocurrencies are securities or commodities. The bill would provide clarity on regulatory frameworks and has already been passed by the House with a vote of 294-134 in July 2025.
Another significant development is the GENIUS Act, which was signed into law by President Trump on July 18, 2025. This act defines 'payment stablecoins' and requires issuers to back every token one-to-one with cash or short-term Treasuries, publish monthly reserve reports, and register under a real regulator.
Other notable bills include the Anti-CBDC Surveillance State Act, which would permanently stop the Federal Reserve from issuing a central bank digital currency. The BITCOIN Act would have the Treasury acquire roughly one million Bitcoin and lock it away for at least 20 years. Additionally, the Virtual Currency Tax Fairness Act aims to exempt small transactions under $200 in both value and gain from capital gains tax.
The Keep Your Coins Act seeks to protect self-custody rights by blocking any federal agency from restricting individuals' ability to store their assets privately. This bill has been endorsed by several wallet providers, including Ledger and MetaMask.
